Agency R egulatory Notices User ’s Guide 2 7 Wh y do w e hav e env ironmentally la belled comp uters? In many countries, en vironmental labelling has become an established method for encouraging the adaptation of goods and services to the en vironment. The main problem, as far as computers and other electronics equipment are concerned, is that en vironmentally harmful substances are used both in the products and during their manufacture. Since it is not so f ar possible to satisfactorily rec ycle the majority of electronics equipment, most of these potentially damaging substances sooner or later enter nature. There are also other characteristics of a computer , such as energy consumption le vels, that are important from the vie wpoints of both the work (internal) and natural (e xternal) en vironments. Since all methods of electricity generation ha ve a ne gati v e effect on the en vironment (e.g. acidic and climate-influencing emissions, radioacti ve w aste), it is vital to sa ve ener gy . Electronics equipment in of f ices is often left running continuously and thereby consumes a lot of ener gy . Wha t does l abellin g in v o lv e? This product meets the requirements for the TCO'99 scheme which provides for international and en vironmental labelling of personal computers. The labelling scheme was de veloped as a joint ef fort b y the TCO (The Swedish Confederation of Professional Employees), Sv enska Naturskyddsforeningen (The Swedish Society for Nature Conserv ation) and Statens Energimyndighet (The Swedish National Ener gy Administration). Approv al requirements cov er a wide range of issues: en vironment, ergonomics, usability , emission of electric and magnetic f ields, energ y consumption and electrical and fire safety . 305495-001.book Page 27 Tues day, August 20, 2002 8:21 AM
2 8 User’s Gu ide Agenc y Re gulatory Notices The en vironmental demands impose restrictions on the presence and use of hea vy metals, bro minated and chlorinated flame retardants, CFCs (freons) and chlorinated solvents, among other things. The product must be prepared for recycling and the manufacturer is obliged to ha ve an en vironmental policy which must be adhered to in each country where the company implements its operational policy . The energy requirements include a demand that the computer and/or display , after a certain pe riod of inacti vity , shall reduce its po wer consumption to a lo wer le vel in one or more stages. The length of time to reacti v ate the computer shall be reasonable for the user . Labelled products must meet strict en vironmental demands, for example, in respect of the reduction of electric and magnetic f ields, physical and visual er gonomics and good usability . Belo w you will f ind a brief summary of the en vironmental requirements met by this produc t. The complete en vironmental criteria document may be ordered from: TCO Dev elopment SE-114 94 Stockholm, Sweden Fax: 46 8 782 92 07 Email (Internet): de velopment@tco.se Current information reg arding TCO'99 approv ed and labelled products may also be obtained via the Internet, using the address: http://ww w .tco -inf o . com/ 305495-001.book Page 28 Tues day, August 20, 2002 8:21 AM
Agency R egulatory Notices User ’s Guide 2 9 En vir onmental requir ements Flame retardan ts Flame retardants are present in printed circuit boards, cables, wires, casings and housings. Thei r purpose is to pre vent, or at least to delay the spread of f ir e. Up to 30% of the plastic in a computer casing can consist of flame retardant substances. Most flame retardants contain bromine or chloride, and those flame retardants are chemically related to another group of en vironmental toxins, PCBs. Both the flame retardants containing bromine or chloride and the PCBs are suspected of gi ving rise to se vere health ef fects, including reproductiv e damage in f ish-eating birds and mammals, due to the bioaccumulati ve* processes. Flame retardants ha v e been found in human blood and researchers fear that disturbances in foetus de velopment may occur . The rele v ant TCO'99 demand requires that plastic components weighing more than 25 grams must not contain flame retardants with or ganically bound bromine or chlorine. Flame retardants are allo wed in the printed circuit boards since no substitutes are ava i l a b l e . Ca dmium** Cadmium is present in rechar geable batteries and in the colour -generating layers of certain computer displays. Cadmium damages the nerv ous system and is toxic in high doses. The rele v ant TCO'99 requirement states that batteries, the colour -generating layers of display screens and the electrical or electronics components must not contain any cadmium. 305495-001.book Page 29 Tues day, August 20, 2002 8:21 AM
30 User’ s Gu ide Agenc y Re gulatory Notices Mercur y** Mercury is sometimes found in batt eries, relays and switches. It damages the nerv ous system and is toxic in high doses. The rele v ant TCO'99 requirement states that batteries may not contain any mercury . It also demands that mercury is not present in any of the electrical or electronics components associated with the labelled unit. There is ho we v er one e xception. Mercury is, for the time being, permitted in the back light system of flat panel monitors as there today is no comm ercially av ailable alternati v e. TCO aims on removing this e xception when a mercury free alternati ve is a vailable. CFCs (freons) The rele v ant TCO'99 requirement states that neither CFCs nor HCFCs may be used during the manufacture and assembly of the product. CFCs (freons) are sometimes used for washing printed circuit boards. CFCs break do wn ozone and thereby damage the ozone layer in the stratosphere , causing increased reception on earth of ultra violet light with e.g. increased risks of skin cancer (malignant melanoma) as a consequence. Lead** Lead can be found in picture tube s, display screens, solders and capacitors. Lead damages the nerv ous system and in higher doses, causes lead poisoning. Th e relev ant TCO´99 requirement permits the inclusion of lead since no replacement has yet been de veloped. *Bioaccumulati ve is def ined as substances which accumulate within li ving or ganisms. **Lead, Cadmium and Mercury are hea vy metals that are Bioaccumulati ve. 305495-001.book Page 30 Tues day, August 20, 2002 8:21 AM
Agency R egulatory Notices User ’s Guide 31 P o w er C ord Set Requiremen ts The monitor po wer supply is provided with Automatic Line Switching (ALS). This feature allo ws the monitor to operate on input v oltages between 100-120V or 200-240V . The po wer cord set (flexible cord or w all plug) recei v ed with the monitor meets the requirements for use in the country where you purchased the equipment. If you need to obtain a po wer cord for a dif ferent country , you should purchase a po wer cord that is appro ved for use in that country . The po wer cord must be rated for the product and for the v oltage and current marked on the product's electrical ratings label. The v oltage and current rating of the cord should be greater than the v oltage and current rating marked on the product. In addition, the cross-sectional area of the wire must be a minimum of 0.75 mm² or 18A WG, and the length of the cord must be between 6 feet (1.8 m) and 12 feet (3.6 m). If you ha ve questions about the type of po wer cord to use, contact your Compaq authorized service provider . A po wer cord should be routed so that it is not likely to be w alked on or pinched by items placed upon it or against it. P articular attention should be paid to the plug, electrical outlet, and the point where the cord exits from the product. 305495-001.book Page 31 Tues day, August 20, 2002 8:21 AM
