El ectr onic s equipm ent in o ffices is ofte n left ru nning cont inuousl y and t hereby consu mes a lot of energy . Wh at do es labe lling invo lve? This pro duct meet s th e req uireme nts for th e TCO' 99 sch eme wh i ch provides for in ternational and environ mental lab elling of p ersonal compu ters. The l abelling sch eme was developed as a joi nt ef fort by t he TCO ( The Swedish Con federat ion of Professional Employees), Svenska Natu rskyd dsforenin gen (Th e Swedish Socie ty for Natu re Cons ervation) and State n s Energimyndighet (T he Swedish Nationa l Energy Administr ation). Approval requirements cove r a wide range of issues: environme nt, ergonomics, us ability, em ission of e l ectric and magnetic fields, en erg y consu mption an d elect rica l and fire safety. Th e envir onmental dem a nds im pose restric t ions on the presence and use of he av y met als , bromi nated an d chlorinat ed flame re ta rdants, CFCs (freons) and chlo rina ted sol vents, amon g ot her t hings. The product mu st be pre pared for recycl ing an d th e manufactu rer is obliged to h a ve an environ mental poli cy which must be adhered to in each country where the company im pleme nts its operation al pol icy . The ir p urpose is to preve nt, or at least to delay the spread of fire . Up to 30% of the plastic in a computer ca si ng c a n consist of flame re tardant substa nces. Most flame retardants contain bromine or chloride, an d those fl ame retardants are chemica lly related to anoth er group of environ mental toxin s, PC Bs. Bo th the flame re ta rdants containing br omine or chloride and the PCBs are sus p ected of givi ng rise to se vere healt h effects, in cluding repr oducti ve da mage in fi sh-eat ing bird s and mammals, d ue to the bio- accumulative 1 pr ocesses. Flame reta rdants ha ve be en fo und in hu man bl ood and researc hers fear that disturbances in foet us develo pment may occur. The relevan t TCO '99 demand req uires that pl astic c omponent s weig hing more than 25 grams must not contain fla me retarda nts wi th org anical ly bou nd bromin e or chlo rine . Fla me retardants are allowe d in the p rinted circu it boards sin ce no subst i tutes are available. Cad miu m 2 Ca dmium is present in rechargeabl e batterie s and in the colour -ge n er ating laye rs of certain computer displays. Ca dmium damages the nervous syst em and is t o xic in high do ses. The relevant TCO' 99 requir eme n t stat es that batterie s, the colour -generating la yers of di splay screens an d the electr ical or electroni c s co mponents must not contain any cadmium. Mercu ry 2 Mercury is somet imes f ound in bat teries, re lay s and swi tches . It damag es t he nervous syste m an d is to xic i n high d oses. Th e rel evant TC O'9 9 re quire men t st ate s that batterie s may not contain any mercury. It als o demands t hat mercury is not present in an y of the el ectrical or elect roni cs compone nts associat ed with the labell ed unit. CFCs (freons) The relevan t TCO '99 requi reme nt states th at neithe r CFCs nor HCFCs may be use d durin g the manufactu re and assembl y of the product . CFC s (freons ) are somet imes use d for washing printed ci rcuit boards. Lead 2 Lead can be found in picture tubes , display screens, so lders a nd capacitors. Lead damages the nervous system an d in high er dos e s, causes lead poisoning. The relevant TCO´99 require men t permit s the inclus ion of le ad since no repl acemen t has yet b een devel oped. 1.Bio-accumul ative is defi ned as subst ance s which accu mul ate within living org anisms 2.Lead, Cadmium a nd Mer cury a re heavy met a ls which are Bio-accumulative. 18 Englis h
