Do wir ele ss phon es pose a he alth hazard? The availa ble scient ific evidence does not show that any h ealth problem s are associated with using wireless phones. There is no proof, howe ver, that wi rele ss phones are absolutely safe. W ireless phone s emit low levels of radiofrequency ene rgy ( RF) i n t he mi crow ave r ange w hile bei ng u sed. T hey also emi t ve ry low levels of RF when in the stand-by mode. Whereas high levels of RF can produce health e ffects (by heati ng tissue), exp osure to low leve l RF that does not prod uce heating e ffec ts caus es no known a dverse h ealth effects . Ma ny studi es of low lev el RF exp osure s have not fo und an y bio log ical eff ect s. S ome studie s hav e sugge sted that some biological e ffects may oc cur, but such findin gs have n ot b een confirm ed by additional research. In s om e cases, other rese arche rs have had difficulty in rep rod ucin g th ose stu die s, or in determ in ing th e reas ons f or in con sis ten t resu lts . 2. What is FDA 's rol e co ncernin g the safet y of wi reles s pho nes? Under th e law , FDA does not revie w the s afety of radiation -emittin g cons um er products such as wireless phone s before they can be sold, as it does with new drugs or medical devices. However, the agency has authority to take action if wireless phones are shown to emit radiofrequen cy energy (RF) at a le v el that is hazardou s to the user. In suc h a case, FDA coul d require the manufac turers of wireless phones to notify users of the health hazard and t o repair, replace or recall the phones so that the ha zard no lon ger exists .

FC C relies on FDA and other healt h agen cies for safety questions about w ireless phones. FCC also regul ates the base st ation s that the wireless phone network s re ly up on. While these base stati ons operate at higher power than do th e wireless p hones themselves, the RF expo sur es that p eopl e ge t from these base st ation s are ty pical ly th ousan ds of times lowe r than th ose they can get from wire less phone s. Base station s are thus not the subject of the safety questions discussed in thi s document.
Additional safety information 103 3 . What kinds of phon es are the subje ct of th is upda te? The term wire less phone refers here to hand- held wireless phones wi th built-in ante nn as, ofte n c alle d ce ll m obile or P CS ph ones . The se ty pes of w irel ess ph ones ca n ex pose t he u ser to m easur able rad iof requ enc y ener gy (R F) bec ause of t he short distance betwee n the phone and th e user ’s hea d. Th ese RF e x posu res are limited by Federal Commu nicatio ns Comm ission safe ty guideline s that were developed with the advice of FDA and other federal health and sa fety agencies. When the phone is located at gre at er distances from the user, t he exposure to RF is d r astically lower because a person 's RF exposure decreases rapidly with increas ing distanc e from the sourc e. The so- called cordless phon es; w hich have a base unit connect ed to the telep ho ne wiri ng in a hou se, typically o perate at far lower power levels, and thu s produce RF exposures far below the FCC s afe ty limits. 4. What are the results of the resear ch done already? The resear ch done thus far has produced confl icting res ults, and many stud ies have suffered f r om flaws in their resear ch methods. Animal experiments investigating the effects of radiofrequency energy (RF) exposures c haracteristic of wireless phones have yie lded conflicting re sults that often cannot be repeated in other laboratories. A few animal studies, how ever, have suggested that low levels of RF could accelerate the deve lopment of cance r in laboratory anim als. However, many of t he studie s that sh owed i ncr eased tumor development used animals that had be en genet ically engine ered or treate d with can cer-causing chemic als so as to be pre-disposed to develop cancer in th e absence of RF exposure. Other studies exp osed the animals to RF for up to 22 hours per day. These co nditions ar e not si mil ar to th e cond itio ns un der which peop le use wir eles s phones, so we don ’t know wi th ce rtai nty what the r esul ts of s uch st udies m ean f or human health.
Additional safety information 104 Three large epidem iology studies have been published since Decem ber 2000. Between th em, the stu dies investigated any possible associat ion between th e use of wireless phones and primary brain ca ncer, gliom a, menin gioma, or acous tic ne urom a, tum ors of th e b rai n or sa liv ary gland , le uk emia, or ot her can cers. None of the studie s demon strated the existen ce of any harmfu l health effe cts from wireless phone R F exposures. However, none of the studies can an swer questions about long -term e xposures, since th e average period of ph one u se in th ese studies was around three years. 5. What r esearc h is needed to deci de wheth er RF expos ure fro m wireless phon es poses a healt h risk? A combination of lab oratory studies and epidemio logical st udies of people actually using wirele ss phones woul d provide some of the data that are neede d. Lifetime anim al exposure stud ies cou ld be c omplete d in a few ye ars. How ever, very large num ber s of a ni mals wo ul d be ne eded t o prov ide re liable proof of a c ance r pr om otin g effect if one e xists. Epidemiolo gical st udies can pro vide data th at is directly appli cabl e to hu man po pulat ions, b ut 1 0 or mo re y ears follo w-u p may b e nee de d to provi de answers about some health effects, su ch as cancer. This is b ecause the interv al betwee n th e time of ex posure to a cancer -causing a gent a nd the tim e tumors develop — i f they do — may be many, many years. The inte rpretation of epidemio logical studi es is hampered by dif ficulties in measuri ng actual RF e x posu re duri ng day -to- day u se of wir eless ph one s. Many f actors affe ct this me asure ment, suc h as t he ang le at which the p hon e is h eld, or w h ich model of phone is used. 6. W hat is FD A doin g to fi nd o ut mor e a bout t he po ss ib le hea lth e ffe ct s of wir ele ss phon e RF ? FDA is w orking with the U.S. National Tox icology Program and with groups of investigators around the world to ensu re that high priority an imal studies are conduc ted to address important questions about the effects of exposure to radiofrequency energy (R F) .
Additional safety information 105 FDA has been a leading p articipant i n the World He alth Organiza tion Interna tional Electromag netic Fields (EMF) Project since its inception in 19 96. An influ ential result of this work has been th e development of a detailed agenda o f researc h needs that h as driv en th e establishment of new research programs around the worl d. The Proj ect has al so he lped de velop a se ries of pu blic inf ormation documen ts on EMF i ssues. FDA a nd t he C ellular Te lecommu nicat ions & Inte rnet Associat ion (C TIA) have a formal Coope rative Re searc h and De velop m ent Agr eement ( CRADA ) to do r esear ch on wireless phone safety. FDA provides the scientific oversight, obtaining inpu t from ex perts i n govern me nt, in dust ry, an d acad emi c org aniza ti ons. CTIA- fu nded res earc h is cond uc ted thro ugh co ntra cts to i ndepe ndent i nvesti gator s. The ini tial research w ill inc lude both laboratory s tudies and stu dies of wire less phone users. The CRADA will also in clude a broad assessm ent of additional researc h need s in the context of the late st research development s around the world. 7 . How can I find out how m uc h ra diofr eque ncy ene rgy e xpo sure I can ge t by us ing my wir ele ss ph one? All phone s sold in the Unit ed St ates must comp ly with Federal Commun ication s Comm ission (FCC ) guidelines t hat limit radiofrequenc y energy (RF) expos ures. FCC esta blis hed thes e gu idel in es in cons ultation w ith FDA and th e other fede ral health and safety agencies. The FCC limit for RF expo sure from wireless telephones is set at a Specific Absorpt ion Ra t e (SAR) of 1.6 watts per k ilogram (1.6 W/kg). The FCC limit is consiste nt with the sa fety standards dev eloped by the Institute of Electri cal and Elec tronic Engi neering (I EEE) and the National Counc il on Radi ation Prote ction and Mea surement. The e xposure limi t takes into considera tion the body’s ability to remove heat fro m the tissues that absorb energy from th e wireles s phone and is set w ell below leve ls known to ha ve effect s.
Additional safety information 106 Manufact urers of wireles s phones must rep ort the R F expos ure leve l for each model of phone to the FCC. Th e FCC we bsite (http://www.fcc.gov/oe t/rfsafety) gives direction s for loca ting the FCC identifica tion n umber o n y our p hone s o yo u ca n find y our phone’s RF exposure level in the on line listing. 8. What h as FDA do ne to meas ure th e radio frequenc y energy coming from wir ele ss phon es ? The Institute of Electrical and Electronic En gineers (IEEE) is developing a technic al standard for measuri ng the radiofrequency energ y (RF) exposure from wireless pho nes a nd ot her w ire less ha nds ets w ith t he par tici pat io n and le ad ersh ip of F DA scie ntis ts a nd en gine ers . Th e sta ndar d , Reco mmende d Practice for Dete rmining the Sp atial -Pea k S pecif ic Abso rpt ion Rat e (SAR) i n the Human Bo dy Due to Wirele ss Commun ic ations Devi ces: Exp eri mental Techn iques , sets for th the fi rst co nsis tent test methodology fo r m easuring t he rate at whi ch RF is de posited in the heads of wireless phone users. The test method uses a tissue-simulating model of the hum an h ead. Sta ndard ized SA R te st met ho dology is e xpec ted to g reat ly im prov e the con siste ncy of me asureme nts made at different laboratories on the same pho ne. SA R is th e me asu rem en t of t he a mo unt of e ne rgy a bsor be d in ti ss ue, either by the wh ole body or a small part of the b ody. It is measured in watts/kg (or milliw atts/g) of matte r. This meas urement is u sed to determi ne whether a wireles s phone complie s with safet y guidelines. 9. W hat steps can I take t o redu ce m y expo sure t o radiof reque ncy en ergy fro m my wire les s phon e? If there is a risk from these produc ts—and at this point we do not know that there is—it is probably v ery sma ll. But if y ou are con cerned about avoiding even potenti al risks, y ou can take a few simple ste ps to m inim ize your ex posure to radiofrequency energy (R F) . Sinc e time is a k ey factor in how much exposure a person rec eives, reduci ng the amoun t of time spent us ing a wirele ss phone will reduce RF exposure.
Additional safety information 107 If you must conduct extended conversations by wireless phone ev ery day, you could place more distance between you r body and the source of the RF, s ince the exposure level drops off dramatically w ith d ista nce. For exam ple, you co uld use a h eadset a nd carr y the wi reless phon e away f rom yo ur bo dy o r use a wireless phone co nne cted to a remote ante nna. Again, the scientific da ta do not dem onstra te that wire less p hones are harm ful. But if you are concerned about the RF exp osure from these products, you can use measures like those described above to reduce your RF exposure fro m wireless phone use. 1 0. W hat abou t chi ldren usin g wire less pho nes? The scientific evidence does no t show a danger to u sers of wireless phones, includin g children and t eenagers. If y ou wa nt to ta ke steps to lowe r exposure to radiofrequency energy (RF), the measures described abov e would apply t o children and teenagers using wireless phones. Re ducing the t ime o f wireless phone use and inc reasing th e distance bet ween the user and the RF sour ce will reduce RF exposure. Some groups sponsored by other national governm ents have advised that child ren be discouraged from using wireless phones at all. For exa mple, the governm ent in the Un ited Kingdom d istributed leaflets c ontaining su ch a recomm enda tion in Decembe r 200 0. They note d that no evide nce exists th at using a wireless pho ne causes brain tum ors or ot her ill effects. Their recomm endation to limit wire less phone use by childre n was strictly precautiona ry; it was not based on scie ntific ev idence that a ny health h azard exists . 11. What abo ut wire le ss phon e int erferen ce wi th medi cal eq uipmen t? Radi ofrequenc y energ y (RF) f rom wi reless pho nes ca n interact with s ome el ectroni c devices. For this reason , FDA helped develop a detailed test method to measure electromagnetic interference (EMI) of implant ed cardiac pacemakers and def ibrill ators fr om wirel ess telep hone s. This t est m ethod is no w par t of a stan dard sponsored by the Assoc iati on for the Advancement of Medical instrument ation
Additional safety information 108 (AAMI). The final draft, a joint effort by FDA , med ic al d evi ce ma nufa ct urer s , and man y other groups, was c ompleted in lat e 2000. This standard will allow manu fact ure rs to ens ure that card iac pacem ak ers a nd def i bri lla tors a re sa fe fr om wireless ph one EMI. FDA has te sted hearing aids for int erference from han dheld wireless phones and helpe d deve lop a voluntary standard sponsored by the Institute o f Electrical and Electron ic Engi neers (IEEE). This standa rd specifies test meth ods and performance requireme nts for h earing aids and wireles s phon es so that no interfere nce occurs when a person u ses a comp atible phone an d a accompani ed hearing aid a t the sam e time . This standard was approved by the IEEE in 2 000.FDA continue s to monitor th e use of wirel ess phones for possibl e in tera ctio ns wi th othe r me di cal dev ices. Shou ld ha rmf ul in ter fe renc e be fou nd to occur, FDA will cond uct tes ting to asses s the interferenc e and work to re solve the problem. 12. W here ca n I fin d addi ti onal infor ma tio n?
