These limits are part of comprehensive guidelin es and establish permitted leve ls of RF en ergy for the general population. The guidelines are based on standar ds that were develope d by indepen dent scientific organizations through periodic and thorough evaluation of scientific studies. The standards include a substantial safety margin designed to assure the safety of all persons, regar dless of age and health. The exposure standard for wireless mobile ph ones employs a unit of measurement known as the Specific Absorption Rate, or SAR. The SAR limit set by the FC C is 1 .6W/kg.* Tests for SAR are conducted using standard operating pos i tions accepted b y the FCC with the phone transmitting at its highest certified powe r level i n all teste d frequency bands. Although the SAR is determined at the highest certified pow er level, the actual SAR level of the phone wh ile operating can be well be low the maximum value. This is be cause the ph one is designed to op erate at multiple power levels so as to use only the power requ ired to reach the network. In general, the closer you are to a wireless base station antenna, the lower the p ower output. Before a phone mo del is available for sale to the public, it m ust be tested and certified to the FCC that it doe s not exceed the limit established by the governm ent-adopted requirem ent for safe ex posure. T he tests are performed in posi tions and locations (for example, at th e ear and worn on the body) as required by th e FCC for each m ode l. The h ig hest SAR v a lue for this model phone as reported to th e FCC when tested for use at the ear is 1 . 34 W /kg, an d when worn on the body , as described in this user guide, is 1.0 7 W/kg. (Bod y-worn measurements differ among phone models, depending upon available accessories and FCC requirements).

SAR information on this model phone is on file with the FCC and can be foun d under the Display G rant section of http://www .fcc.gov/ oet/fccid after searching on FCC ID GMLN PW-1PA . For body worn operation, this phone has bee n tested and meets the FCC RF exposure guidelines when used with the Nokia accessories supplied or designated for this product. U se of oth er accessories may not ensure compliance with FCC RF exposure gu idelines. *In the United States and Canada, the SAR li mit for mobile phone s used by the public is 1 .6 watts/kilogram (W/kg) averaged over one gram of tissue. The standard incorporates a substantial margin of safety to give additional protection for the pu blic and to account for any variations in measurements. SAR values may vary dependi ng on national r eporting requirements and the network band. For SAR in formation in other regions please look u nder product inf ormation at www .nokia.com .

Th e f ollo wing a g encies belo ng to this w orking gr oup: • National Instit ute for O ccupational Saf ety and Heal th • En vir onmental Pr otection Agency • F ederal Co mmunicat ions Commiss ion • Occupatio nal Safety a nd Health Admi nistrati on • National T e lecommunications and Informat ion Administr ation T he National Insti tutes of Health participates in some inter agency w orki ng group acti vities , as we l l . FD A shar es regulatory r esponsibilities f or wir eless phones wi th the F ederal Co mmunications Commis sion (FCC). All phones that are s old in the Unit ed States m ust comply wi th FCC saf ety guidelines that limit RF e xposur e. FCC r elies on FD A and other h ealth agencies f or safety questions a bout wir eless phone s. FCC also regulates the base stations th at the wirel ess phone netw orks r ely upon. Whi le these base st ations oper ate at higher po w er than do the wir eless phones them selv es, the R F expos ures t hat people get from these base stati ons ar e typically thousands of times lo w er than those t hey can get fr om wir eless phones . Base stations ar e thus not the subj ect of the saf ety questions discusse d in this document .
[ 153 ] Appendix B Message from the FDA 3. What kinds of phones are the subj ect of this up date? T he term wir eless pho ne re fers her e to hand-held w irel ess phones wit h bui lt-in antennas , often called cel l mobile or PC S phones . The se types of wir eless phones can e xpose the user to measur ab le radiofr equency ener g y (RF) becau se of the short distance betw een the phone and the user’ s head. T hese RF e xposur es ar e limit ed by F eder al Communica tions Commis sion safet y guidelines that w ere dev eloped wit h the ad vice of FD A and other f ederal health and safet y agencies . W hen the phone is l ocated at gr eater distances from the user , the e xposure to RF is dr astically l o w er because a person's RF ex posure decreases r apidly w ith incr easing distance f rom t he source. T he so-called cor dless phones; w hich ha v e a base unit c onnected to the telepho ne wiring in a house, typi cally oper ate at far lo w er po w er lev els, and thus pr oduce RF e xposur es far belo w the FCC saf ety limi ts. 4. Wha t are the resu lt s of the research done al ready? T he r esear ch done thus far has pr oduced conf licti ng res ults, and many stud ies ha v e suff er ed fr om f la ws in their r esearc h methods . Animal e xperiments i n v estigating the ef fects of radio frequency ener g y (RF) e xposur es char acterist ic of wir eless p hones ha v e yielded conf licting r esults that often cannot be r epeated in oth er la boratorie s. A f ew animal st udies, ho w ev er , ha v e suggested that lo w le v els of RF could acc elerate the de v elopment of cancer in la boratory animals . Ho w ev er , many of th e studies th at sho w ed incr eased tumor de v elopment used ani mals that had been g enetically engineer ed or tr eated with cancer -causing c hemicals so as to be pr e- disposed to dev elop cancer i n the a bsence of RF e xposure. Other studies expose d the animals to RF f or up to 22 hours per da y . Thes e conditions ar e not similar to the conditio ns under w hic h people use w ire less phones, so w e don ’t kno w with cer tainty w hat th e resu lts of suc h studies mean f or human health. T hre e lar ge epidemiology studies ha v e been pub lished since D ecember 2000. Betw een them, the studies in v estigated any possib le association betw een the use of wir eless phone s and primary brain cancer , glioma, meningiom a, or acous tic neur oma, tumors of the br ain or sal iv ar y gland, leuk emia, or other cancers . None of the st udies demonstr ated the e xistence of any harmfu l health ef fects fr om wir eless phone RF e xposures . Ho w ev er , none of th e studies can ans w er questions a bout long-term exposur es, since the a v era g e period of phone use in these studies w as ar ound three y ears . 5.Wh at research is needed to decide whether RF exposure from wireless phones po ses a health risk? A combina tion of la boratory studies a nd epidemiolo gical studies of people actual ly using wir eless phone s w ould pr o vide some of t he data that ar e needed. Lifetime animal exposu re studies cou l d be completed i n a fe w y ears . Ho w ev er , v er y large n umbers of animals w ould be needed to pr o vide r elia bl e proof of a cancer pr omoting ef fect if one e xists . Epidemiolo gical studies can pr o vide data that is di rect ly applica ble to hum an populations , but 10 or m ore y ears f ollo w-up ma y be needed to pr o vide ans w ers a bout some health ef fects, suc h as cancer . T his is because the i nterv al betw een the time of e xposure to a cancer-c ausing agent and the time tumors de v elop - if they do - ma y be many , many y ears . T he interpr etation of epi demiologi cal studies is hampered b y dif ficulties in measuring actua l RF e xposure during d a y-to-da y use of wir eless phon es. Many factors a ffect this measur ement, suc h as the angle at w hic h the phone is held, or w hic h model of phone is used. 6. W hat is F DA do ing to find out mo re about the p ossible health effects of wir e less phone RF? FD A is w or king with the U .S . Nationa l T o xicology Pro g ram a nd with gro ups of in v estigators ar ound the w or ld to ensur e that high p riority animal studie s are conducted t o addr ess important questions about t he eff ects of e xposur e to radi ofreq uenc y ener g y (RF).
[ 154 ] FD A has been a leadi ng par ticipant in th e W or ld Healt h Organization International Electr omagnetic Fi elds (EMF) Pr oject since its inception in 1996 . An inf luential r esult of this w or k has been the de v elopment of a det ailed agenda of r esear ch ne eds that has dri v en the esta blishme nt of new r esearc h pr ograms ar ound the w or ld. The Pr oject has also helped de v elop a series of public inf ormation docume nts on EMF issues . FD A and the Cellu lar T elecommunicat ions & I nternet Associati on (CTIA) ha v e a formal Cooper ati v e R esear c h and Dev elopment Agree m ent (CRA D A) to do res earc h on wir eless phone saf ety . FD A pr o vides the sci entific o v ersight, obtaining i nput fr om ex perts in go v ernment, indus try , and acad emic or g anizations . CTIA -funded r esear c h is conducted thr ough contracts to independent in v estig ators . The i nitial r esear c h will inc lude both la boratory studies and studies of wir eless phone use rs. T he CRAD A will also i nclude a broad assessme nt of additional r esear ch need s in the conte xt of the l atest r esear ch dev elopments ar ound the w or ld. 7. How can I fi nd out how much radi ofrequency energy e xposu re I can get by using my w irel ess pho ne? All phones sold in the Uni ted States m ust comply wi th F eder al Communicati ons Commissi on (FCC) g uidelines that limit radiofr equency energy (RF) e xposur es. FCC estab lished these guidelines in consultation wi th FD A and the other feder al health and safety agencies . T he FCC limit f or RF e xposur e from wi rel ess telephones is set at a Speci fic Absorption R ate (SAR ) of 1.6 w atts per kil ogram (1. 6 W/kg). T he FCC limit is con sistent with t he safety standar ds dev eloped b y the Institute of Elect rical and Electr onic Engineeri ng (IEEE) and the Na tional Council on R adiation Pr otection and Me asure ment. T he expo sure li mit tak es into consi deration the body’ s a bility to re mo v e heat fr om the tis sues that a bsorb ener g y from the wirel ess phone and is set w ell belo w lev els kno wn to ha v e effects . Man ufacturers of wir eless phones m ust r epor t the RF exposur e lev el f or eac h model of p hone to the FCC. T he FCC w ebsite (http://ww w .fcc.go v/oet/rf safety) gi v es dir ections f or locating the FCC iden tification n umber on y our phone so y ou can find y our phone’ s RF e xposur e lev el in the online l isting. 8. What has FDA do ne to measure the radiofrequency energy coming from wireless phones? T he Institute of Electrical an d Electr onic Engineers ( IEEE) is dev eloping a te chnica l standar d f or measuring the r adiofr equency ener g y (RF) e xposur e fr om wir eless phones a nd other wir eless hands ets with the pa r ticipation and le adership of FD A scientists and e ngineers. T he standar d, R ecommend ed Practice f or Determining t he Spatial-P eak Specific Absorption R ate (SAR) i n the Human Body Due to W ir eless Commu nications De vices: Experi mental T ec hniques, sets f or th the first consistent test metho dolog y f or measuring the r ate at w hich RF is deposit ed in the heads of wir eless phon e users . T he test method uses a tis sue-simulating model of t he human head. Stand ardiz ed SAR test m ethodolog y is e xpected to gr eatly im pro v e the consisten c y of measur ements made at dif fer ent labor atories on the same phone. SAR is the measur ement of the amount of ener g y a bsorbed in tissue, eithe r by t he w hole body or a small part of the body . It is measur ed in w atts/kg (or m illiw atts/g) of m atter . T his measur ement is used to dete r mine w hether a wir eless phone compli es with saf ety guidelines . 9. What step s can I t ake to reduce my exp osu re to rad io frequency energy from my wir eless phone? If ther e is a risk fr om these product s--and at this po int w e do not kno w that ther e is--it i s pr obab ly v er y small. But if y ou ar e concerned ab out a v oiding e v en potential risks, y ou can tak e a fe w simple steps to minimize y our exposur e to radiofr equency energy (RF). Since time is a ke y factor in ho w m uc h exposu re a pe rson r eceiv es, r educing the amount of ti me spent using a wir eless phone will r educe RF e xposur e.
[ 155 ] Appendix B Message from the FDA If y ou must conduct e xtended con v ersatio ns by wir eless phone ev er y da y , y ou could place mor e distance betw een y our body and the so urce of the RF , sin ce the e xposur e lev el drops off dram atically with di stance. F or e xample, y ou could use a headset and carry the wirel ess phone a w a y from y our body or us e a wir eless phone conn ected to a r emote anten na. Ag ain, the s cientific data do not dem onstrate t hat wir eless phones are harmfu l. But if y ou ar e concerned a bout the RF e xposur e fro m these pr oducts, y ou can use meas ures l ik e those described a bo v e to r educe y our RF e xposur e fr om wir eless phone u se. 10. What about chi ldren using wireless phones? T he scientifi c evidence d oes not sho w a danger to users of wir eless phones , inc luding c hildr en and teena g ers. If y ou w ant to tak e steps to lo w er e xposure to radiofr equency energy (RF), the measur es descri bed abo v e w ould apply to chil dren and teenagers using w ire less phones . R educing the time of w irel ess phone use and inc reas ing the distance b etw een the user and t he RF sour ce wil l redu ce RF e xposur e.Some gr oups sponsor ed b y other national go v er nments ha v e ad vised that chil dren be discoura g ed fr om using wir eless phones at all . F or ex ample, the go v ernment in the United Kingdo m distrib uted leaf lets containin g such a recom mendation in December 2000. T hey noted that no evidence e xists that usi ng a wir eless phone caus es brain tumors or o ther ill ef fects . T heir r ecommen dation to limi t wir eless phone use b y chi ldre n w as strictly precautionary; it w as not based on scientif ic evidence that any health hazar d exists . 1 1. W hat about wireless phone i nterference w ith medi cal equip ment? R adiofr equency ener g y (RF) fr om wirele ss phones can inter act with some electr onic device s. F or this r eason, FD A helped de v elop a deta iled test met hod to measur e electr omagneti c interf erence (EMI ) of implanted c ardi ac pacemak ers and defibril lators fr om wir eless telephones .
