[ 1 0 0 ] 22 Do not short-circu it the battery . Acciden tal short-circuitin g can occur when a metallic object, like a coin , a clip, or a pen causes a direct connection of the and - terminals of the battery , which are metal strips on the edge of the battery . Leaving the bat tery in hot or cold places, such as in a c lo sed car in either summer or wi nter con ditions, will reduce th e capacity and lifetim e of the battery . Alwa ys try to keep th e battery between 15 ° C an d 25 ° C (59 ° F an d 77 ° F). A phone with a h ot or cold batter y might not work temporarily , even if the battery is f ully ch arged. The performance of Li-Ion bat te ries is par tic ularly limited in tem peratures below 0 ° C (32 ° F). The following list p rovides a guideline that you can follow: • When the operating time (talk tim e and standby time) is noticeably short e r th an norm al, buy a ne w battery . • Use the battery only for its in te nded purpose. • Never use any charger or battery that is damaged or worn out. • Batteries must be recycled or disposed of properly . [ 1 0 5 ] Referen ce information • CERTIFIC ATION IN FORMATION (SAR) THIS MO DE L PHO NE M EETS THE GOVER NMENT 'S REQU IREM ENTS FO R EXPOSURE TO RADIO W AVES. Y ou r wireless phone is a radio tran sm itter and receiver . It is designed and manufactured not to exceed th e emiss i on limits for exposure to radio frequency (RF) energy set by the Federal Communications Commission of the U.S. G overnment. Th ese limits are part o f comprehensive guidelin es and establish permitted levels of RF energy for the ge neral population. The gu ideline s are based on standards that were de velope d by indepe ndent scientific organizations through periodic and thorough evalu ation of scientific studies. The standards include a substantial safety margin designed to assure the safety of all persons, regardless of age and health. The exposure standard for wireless mobile ph ones employs a unit of measurement known as the Specific Absorption Rate, or SAR. The SAR limit set by the FC C is 1.6 W/kg. * T ests for SAR are conducted using standard operating pos i tions accepted by the FCC with th e phone transmitting a t its highest certified power level i n all tested frequency bands. Although the SAR is determined at the h ighest certified power level, the actual SAR level of the phone wh ile operating can be well below the maximum value. This is because the phone is designe d to operate at multiple power levels so as to u se only the power required to r each the network. In general, the closer you ar e to a wireless base station antenna, the lower the p ower ou tput. Before a phone model is available for sale to the public, it must be tested and certified to the FCC that it does not exceed the lim it established by the governm ent-adopted requirement for safe exposure. T he tests are performed in posi t ions and locations (for exam ple, at the ear and worn on the body) as required by the FCC for each model. The highest SAR value for this model phone as re ported to the FCC when tested f or use a t the ear is 1. 19 W/kg and w hen worn on the body , as described in this user guide, is 1.2 9 W/kg. (Body-worn measuremen t s differ among phone models, depending upon available accessories an d FCC requirements).
[ 1 0 6 ] 22 W h ile t h ere m ay be d if fe ren ce s between the SAR levels of various phones and at various positions, they al l meet the gove rnment requiremen t. The FCC h as granted an Equipment Authorization for this model phone with all repor ted SAR levels evaluated as in compliance with the FCC RF exposure guidelines. SAR information on this m odel phone is on file with the FCC and can be found u nder the Display Grant section of www . fcc.gov/oe t/fccid after searching on FCC ID: GM LNPW-3 . For body worn operation, this phone has been te sted and meets the FCC RF exposure guidelines when used with the Nokia accessories supplied or designated for this product. U se of other ac ce ssories may not ensure compliance with FCC RF exposure guidelin es. *In the United States and Canada, the SAR li mit for mobile ph ones used by the public is 1 .6 watts/kilogram (W/kg) averaged over on e gram of tissue. The standard incorporates a substantial margin of safety to give additional protection for the pu blic and to account for any variations in measurements. SAR values may vary depending on national reporting requirements and the network band. For SAR in formation in other regions please look u nde r pr odu ct information at www . nok ia.com /us .

[ 130 ] Consumer Up date o n Wireless Phones U.S. Food an d Drug A dmi nistrat ion 1. Do wireless phones pose a healt h h azard? T he a v aila bl e scientific evidence doe s not sho w that any healt h prob lems ar e associated with using wir eles s phones . Ther e is no pr oof , ho w ev er , that wir eless phones ar e a bsolutely s afe. W irele ss phones emit l o w le v els of r adiofr equency ener g y (RF) in the micro w a v e r ange w hile being used. They also em it v er y lo w lev els of RF w hen in the stand-b y mode. W her eas high lev els of RF ca n produce health e ffects (b y heating tissue), expos ure t o lo w le v el RF that does not pr oduce heating effec ts causes no kno wn ad v erse healt h effects . Many studies of l o w lev el RF e xposures ha v e not f ound any biolo gical ef fects . Some studies ha v e suggested that some biolo gical eff ects ma y occur , b ut suc h findings ha v e not been c onfirmed b y additiona l resear c h. In some cas es, other r esear chers ha v e had dif ficulty in r eproduc ing those studies , or in determining th e reasons f or i nconsistent r esults. 2. Wha t is FDA's role co ncerning th e safety of wireless pho nes? Under the l a w , FD A does not revie w the s afety of r adiation-emitti ng consumer prod ucts suc h as wir eless ph ones befor e they can be sold, as it does with ne w drugs or medical devices . Ho w ev er , the a g ency has authority t o tak e action if wir eless phones ar e sho w n to emit radio frequ ency energy (RF) at a le ve l that is hazar dous to the user . In suc h a case, FD A could r equir e the manufact urers of wir eless phones to not ify users of the health hazar d and to r epair , r eplace or r ecall the phones so that the ha zard no long er e xists . Although the existing scientific da ta do not justify FD A r egulatory actions , FD A has ur ged the wir eless phone industry to tak e a n umber of steps , includi ng the f ollo wing: • Support needed r esear ch i nto possib le biolo gical eff ects of RF of the t ype emitted b y wir eless phones; • Design wir eless phones in a w a y that minim izes any RF e xposur e to the us er that is not necessary f or dev ice function; an d • Cooperate in pro viding users of w ireless phones with the best p ossible inf ormat ion on possib le ef fects of w ireless phon e use on human health. FD A belongs to an inter agency w orkin g g r oup of the feder al agencies that ha v e res ponsibility f or dif fer ent aspects of RF safe ty to ensur e coor dinated ef f or ts at the f ederal l ev el . Th e f ollo w ing agencies belong to thi s w orking gr oup: • National Instit ute f or Occupational Saf ety and Health • En vironm ental Protect ion Agenc y • F ederal Comm unications Co mmission • Occupation al Safety a nd Health Admi nistration • National T elecommuni cations and Inf ormation Adm inistration T he National Institutes of H ealth par ticipates in so me intera g en cy w orkin g group acti vities , as we l l . FD A shares r egulatory r esponsibilities f o r wireless phones with the F ederal C ommunications Commis sion (FCC). All ph ones that ar e sold in th e United States must comply wi th FCC safety guidelines that limit RF e xposur e. FCC r elies on FD A and other h ealth agencies f or saf ety questions a bout wir eless phone s. FC C also regul ates the base sta tions that the wir eless phone netw orks r ely upon. W hile thes e base stations op erate at hi gher po w er than do t he wir eless phones them selv es, the RF e xposur es that people get fr om these base stati ons are typica lly thousands of times lo w er than those they can get fr om wi rel ess phones . Base station s are thus not the subj ect of the saf ety questions d iscussed in this document.
[ 13 1 ] Appendix B Message from the FDA (U.S. 3. What kinds of phones are the subject of this up date? T he term wire less phone r efer s her e to hand-held wir eless phones wit h bui l t-in antennas, often called cel l mobile or PCS phones . The se types of wir eless phones c an expose the user to measur ab le radiofr equency ener g y (RF) because of the shor t distance betw een the phone and the user’ s head. These RF exposur es ar e limited b y F ederal Comm unications C ommission safet y guidelines tha t w ere d ev eloped wit h the ad vice of FD A and other fede ral health and safet y agencies . W hen the phone is located at g r eater distances from the user , the e xposure to RF is dr astically lo w er because a per son' s RF ex posure decreases r apidly with in creas ing distance f rom t he sour ce. T he so-called cor dles s phones; w hich ha v e a base unit c onnected to the telepho ne wiring in a hou se, typically o perate at f ar lo w er po w er lev els , and thus pr oduce RF e xposur es far belo w the FCC safet y limits . 4. Wha t are the resul t s of the research done already? T he resear c h done thus far has pr oduced conf licting r esults, and m any studies ha v e suff er ed fr om f la ws in their resea rch methods . Animal e xperim ents in v estigating the ef fects of radio frequ enc y ener g y (RF) exposur es c haracterist ic of wi rel ess phones ha v e yielded conf lictin g r esults that often cannot be r epeated in other la bor atories. A fe w anim al studies, ho w ev er , ha v e suggested that lo w lev el s of RF could acc elerate the de v elopment of cancer in la boratory animals . Ho w e v er , many of the studies th at sho w ed incr eased tumor de v elopment used ani mals that had been g enetically engineer ed or tr eated with cancer-c ausing chemic als so as to be pr e- disposed to dev elop cancer i n the absence of RF exp osure. Other studies e xposed the anim als to RF f or up to 22 hours per da y . Thes e conditions ar e not similar to the conditions under w hich people use w ireless phon es, so w e don ’t kno w with certainty w hat the resu lts of suc h studies mean f or human healt h. T hree lar ge epidemio log y studies ha ve been pub lished since D ecember 2000. Betw een them, the studies in v estig ated any possible asso ciation betw een the use of wirel ess phones and primary brain cancer , glioma, meningioma, or acoustic neuroma, tumors of the brain o r saliv ar y gland, leuk emia, or other cancers . None of the studies de monstrate d the existenc e of any harmful health ef fects f rom w ireless pho ne RF e xposures . Ho w e v er , none of the studie s can answ er questions a bout long-term e xposures , since the a v era g e period of phone use in these studies w as ar ound thr ee y ears . 5.Wh at research is n eeded to decide whether RF exposure from w ireless phones po ses a health risk? A combina tion of labor ator y studies a nd epidemiolo gical studies of people actual ly using wir eless phones w ould pro vide some of t he data that ar e needed. Lif etime animal exposu re studies cou ld be completed in a f ew y ears. H o w ev er , v ery lar ge numbers of ani mals w ould be needed to pr o vide relia bl e proof of a cance r promoting ef fect if one e xists . Epidemiolo gical studies can pr o vide data that is dir ectly ap plica ble to human populati ons, b ut 10 or more y ears f ollo w -up ma y be needed to pr o vide ans w ers a bout some healt h effects , suc h as cancer . This is because the i nterv al betw een the time of e xposur e to a cancer -c ausing agent and the time tumors de v elop - if they do - ma y be many , many y ears . T he interpr etation of epi demiologi cal studies is hamper ed by difficul ties in measuring actua l RF e xposur e during da y-to-da y use of wir eless phones . Many fa ctors affect this measur ement, suc h as the angle at w hic h the phone is held, or w hic h model of phone is used. 6. What i s FDA do ing to find o ut more about th e possible health effect s of wir e less phone RF? FD A is w ork ing with the U .S. National T o xicolo g y P ro g ra m and with g ro ups of in v estigators ar ound the w or ld to ensur e that high priorit y animal studie s are c onducted to ad dress important questions about the ef fects of e xposur e to radiofr equency ener g y (RF).
[ 132 ] FD A has been a leading participant in t he W or ld Health Or g ani zation International Electr omagnetic Fi elds (EMF) Pr oject since its inception in 1996 . An inf luential r esult of this w or k has been the de v elopment of a det ailed agenda of r esear ch ne eds that has dri v en the esta bl ishment of new r esearc h pr ograms ar ound the w or ld. T he Pr oject has also helped dev elop a series of publi c informati on documents on EMF issues . FD A and the Cellular T elec ommunicat ions & I nternet Associati on (CTIA) ha v e a f ormal Cooper ativ e R esear c h and Dev elopment Agree ment (CRAD A) to do r esear c h on wir eless phone saf ety . FD A pro vides the sci entific o v ersight, obt aining input fr om ex per ts in go v ernment, industry , and academic or ganizations. CTIA-funded r esear c h is conducted thr ough contr acts to independent in v estigators . The i nitial r esear c h will incl ude both la boratory studies and studies of wir eles s phone users. T he CRAD A wil l also inc lude a br oad assessme nt of additi onal resear ch need s in the conte xt of the latest r esear ch de v elopments ar ound the w or ld. 7. How can I fi nd out how much ra diof requency e nergy exposu re I can get by us ing m y w ireless phone? All phones sold in the United Stat es must comply wi th F eder al Communicati ons Commission (FCC) g uidelines that l imit radiofr equency ener gy (RF) exposur es . FCC esta blishe d these guidelines in consultat ion with FD A and t he other f ederal hea lth and safety a gencies . The FC C limit f o r RF exposur e fr om wirel ess telephones is se t at a Specific Abs or pti on Rat e (SAR) of 1.6 w att s per kilogr am (1.6 W/kg). T he FCC limi t is consistent with the safety s tandar ds dev e loped b y the Institute of Electrical and Electr onic En gineering (IEEE) and the National Council on R adiation Prot ection and Measur ement. T he exposur e limit tak es into consi deration the body’ s a bility to r emo v e heat fr om the tissues tha t absor b energy from the wirel ess phone and is set w ell belo w lev els kno wn to ha v e effe cts. Man ufactur ers of wir eless phones mus t repo r t the RF exposur e lev el for each model of p hone to the FCC. T he FCC w ebsite (http ://www .fcc.go v/oet/rf safety) gi v es dir ections f or locating the FCC iden tification n umber on y our phone so y ou c an find y our phone’ s RF e xposure le v el in the online l isting. 8. What has FDA do ne to measure the radiofrequency energy coming from wireless p hones? T he Institute of Elect rical and Electr onic Engineers ( IEEE) is dev el oping a technica l standar d f or measur ing the radiofr equency ener g y (RF) e xposur e fr om wirele ss phones and other wir eless handsets wi th the par ticipat ion and leadership of FD A scienti sts and engineers . T he standar d, R ec ommended Practice f or Determining the Spatia l-Peak Sp ecific Absorption R ate (SAR) i n the Human Body D ue to W ir eless Com munications De vices: Experi mental T echniques , sets f orth the first consistent test metho dolog y f or measuring the r ate at w hich RF is deposit ed in the heads of wir eless phon e users. T he test method us es a tissue-simul ating model of t he human head. Standar dized SAR test methodolo g y is expe cted to greatly im pro v e the consisten c y of measu rements made at dif fer ent labor atories on the same phone. SAR is the measur ement of the amo unt of energy absorbed i n tissue, eithe r by the w hole body or a small part of the body . It is measur ed in w a tts/kg (or milliw a tts/g) of m atter . This m e asur ement is used to dete r mine w hether a wir eless phone compli es with saf ety guidelines . 9. What step s can I take to reduce my exposure to radiofrequency energy from my wir eless phone? If ther e is a ri sk fro m these product s--and at this po int w e do not kno w that there is --it is pr obab ly v ery small. But if y ou ar e concerned about a v oiding e v en potential risks , y ou can tak e a fe w simple steps to minimize y our expos ure to radiofr equency ener g y (RF). Since time is a k ey factor in ho w muc h exposur e a person r eceiv es, r educing the am ount of time spen t using a wir eless phone will reduce RF ex posure .
[ 133 ] Appendix B Message from the FDA (U.S. If y ou must conduct e xtended conv e rsations b y wirel ess phone ev ery da y , y ou could place mor e distance betw een y our body and the sour ce of the RF , since the exposu re l ev el dr ops off dram atically with distance. F or e xample, y ou could use a headset and carry the wir eless phone a w a y fr om y our body or us e a wireles s phone connected to a rem ote antenna. Ag a in, the scientific dat a do not demonstrate t hat wirele ss phones ar e harmful. But if y ou ar e concerned a bout the RF e xposur e from these product s, y ou can use meas ures l ik e those described a bo v e to r educe y our RF e xposure fr om wi rel ess phone use. 10. What about chi l dren using wireless phones? T he scientific e vidence does not sh o w a danger to users of wir eless phones, inc luding childr en and teena g ers . If y ou w ant to tak e steps to lo w er e xposure to r adiofr equency ener g y (RF), the measur es described a bo v e w ould apply to childr en and teenagers using w ireless pho nes. R educing the time of w ireless phone use and increas ing the distance b etw een the user and the RF sour ce will r educe RF e xposur e.Some groups sponsor ed b y other national go v er nm ents ha v e ad vis ed that childr en be discour aged fr om using wir eless phones a t all. F or example, th e go v ernment in the Unite d Kingdom distr ibut ed leaf lets containing suc h a r ecommendation in December 2000. They not ed that no evidence e xists that using a wir eless phone caus es brain tumors or o ther ill eff ects. Their r ecommendation t o limit wir eless phone use b y c hildr en w as strictly preca utionary; it w as not based on scientif ic evidenc e that any health ha zard e xists . 1 1. W hat about wireless p hone interference w ith medical equipment? R adiofrequen c y ener g y (RF) fr om wir eless phones can inter act with some electr onic device s. F or this r eason, FD A helped dev e lop a detailed test met hod to measur e electr oma gnetic interf ere nce (EMI) of implanted c ardiac pacema k ers and defibrillators from wir eless telephones . T his test metho d is no w part of a standar d sponsor ed b y the Associati on for th e Ad v ancem ent of Medical instrumentation (AA MI). The f inal draft, a join t eff or t b y FD A, medical de vice man ufactur ers, and many othe r g r oups, w as com pleted in late 2000. T his standar d wil l allo w manuf actur ers to ensur e that car diac pacem akers a nd defibrill ators are safe fr om wir eless phone EMI. FD A has tested hearing aids f or interfer ence fr om handheld wir eless phones and hel ped dev elop a v oluntary standard sponsor ed by the Insti tute of Electrical and Electr onic Engine ers (IEEE). T his sta ndard s pecifies test methods and perf ormance r equir ements f or hearing aid s and wir eless phones so that no inter fer ence occurs w hen a person uses a compa tibl e phone and a accompan ied hearing aid at the same time. T his standar d w as appr o v ed by the IEEE in 2 000. FD A continues t o monitor the use of wireless phones f or possib le int eractions with ot her medical de vices. Should harmful interf erence b e found to o ccur , FD A will c onduct testing to assess the interfer ence and w or k to r esolv e the pr ob lem. 12. Wh er e can I find additional i nformation?
